It fell because the old old process was broken and rewarded cheating, but now that they've eliminated the cheating, things should improve.

I don’t think the PP means that families literally “bought the test”. Many of the test questions from previous years were illegally collected and provided to families who paid for $$$$ tutoring.

So if you had the money, you could get actual TJ questions from prior years, and sometimes the questions were repeated.
